EDC Welcomes New Vice President of Finance & Administration

The Economic Development Council (EDC) of St. Charles County is pleased to announce the appointment of Ross James as Vice President of Finance and Administration.

In this role, James will oversee the organization’s financial operations, strategic planning, and administrative functions, supporting the EDC’s mission to foster economic growth and prosperity in the region. He will take over the duties of CFO Craig Frahm, who is retiring in March of 2026 after over 25 years with the EDC. 

James spent more than two decades at Verizon, where he directed finance, credit, collections, and compliance operations. A certified public accountant with a bachelor’s degree in finance and a master’s in accounting, James has a proven track record of driving operational efficiency and financial excellence. He developed advanced financial models, oversaw multi-million-dollar approvals, implemented strategic collections initiatives, ensured SOX compliance, and drove system enhancements to improve operational efficiency.

EDC President & CEO Scott J. Drachnik said, “Ross’s extensive experience in financial leadership and operational strategy will be instrumental as we continue expanding our reach to serve as a catalyst for growth, supporting businesses and empowering entrepreneurs across St. Charles County.”

James echoed that sentiment, remarking: “I'm excited about this opportunity to advance financial operations and support strategic initiatives that benefit the entire County."
