Reports To: President & CEO

Purpose Statement:
Leads financial, budgetary, human resources, and grant management efforts for the EDC and its affiliated organizations, ensuring operational sustainability, regulatory compliance, and strategic growth.


Key Responsibilities / Job Functions

  • Lead accounting and finance operations, ensuring compliance with GAAP, regulatory requirements, and effective adoption of AI financial tools.

  • Oversee annual audits and implement approved recommendations from Boards and Committees.

  • Forecast, monitor, and manage revenues and expenses to mitigate organizational financial risk.

  • Prepare and provide timely financial reports for the EDC Board, Executive Committee, Finance & Audit Committee, and other affiliated boards/committees.

  • Manage Human Resources functions, including recruitment, compensation, benefits, and employee policy updates.

  • Maintain and update employee and board/committee handbooks, applications, and required legal paperwork.

  • Ensure accurate reporting to State and Federal agencies for all grants under management.

  • Promote EDC services to businesses, community leaders, elected officials, and stakeholders.

  • Identify business trends, program opportunities, partnerships, grants, and innovations to expand EDC services, impact, and revenues.

  • Supervise the EDC’s on-site Small Business Counselor.


Key Outcomes / Measures of Success

  • Achieve a clean annual audit for all EDC financials and affiliated organizations.

  • Maintain fund reserves sufficient to sustain operations and staff through budget and economic fluctuations.

  • Secure annual grants and tax credit opportunities for all EDC programs, including the incubator facility and small business counseling.

  • Maintain active engagement and strong communication with all EDC boards, committees, and service divisions.

  • Ensure staff understanding and adherence to budgetary goals, organizational revenues/expenses, and the impact of their work on operational objectives.

  • Ensure annual training and compliance for staff on workplace procedures, EEOC rules, and best practices.

  • Complete professional development annually for both the leader and staff to enhance skills and organizational effectiveness.


Characteristics and Experience

  • Strong leadership and persuasive communication skills for stakeholders and staff.

  • Proven ability to lead, self-initiate, and manage financial, HR, and operational functions.

  • Strong verbal, written, and public speaking skills.

  • Proficient in Microsoft Word, Excel, and PowerPoint.

  • High ethical standards, with ability to manage confidential financial information.

  • Commitment to continuous improvement, fostering a supportive, positive, and collaborative work environment.


Education & Experience

  • BA or BS in Accounting required; CPA preferred.

  • Minimum of five years’ experience in accounting and finance.

  • Minimum of three years’ business management experience.


Physical Effort & Work Environment

  • Work involves talking, listening, reading, and extended periods at a computer.

  • Requires flexibility in schedule, occasional travel, and participation in evening events.

  • Office-based in St. Peters, Missouri, in a climate-controlled environment.
